Welcome Beginnings
Welcome to the National Council of Self-Insurers. Established in 1946, the National Council of Self-Insurers is and always has been the only national organization devoted to the self-insurance of workers' compensation. The National Council of Self-Insurers was created on June 4, 1946, when seven state associations signed the "Articles of Agreement".

The NCSI has always believed that the workers compensation system, properly administered by the states, is a vital part of the economic and social fabric of the United States of America. The Council aims to preserve it and to protect it, as the most effective means of resolving claims for industrial and occupational injuries and diseases between the employers and employees.

The National Council of Self-Insurers is an organization of corporate, state association and professional members. The Council represents 3500 employers.

The "Articles", signed by the Associations of California, Idaho, Maryland, New Jersey, New York, Pennsylvania and Utah, said in part, "Since associations are limited to the States in which they operate, are necessarily excluded from conferences of a national character, and since such conferences, touching upon matters entrusted to our care, are now occurring and will continue to occur, therefore: It is agreed that inasmuch as a national voice for self-insurers has become imperative if their interests are to become adequately represented, the undersigned State Associations of Self-Insurers shall and hereby do, federate themselves in an organization to be known as the National Council of State Self-Insurers Associations."


2008 Election Results: New Seatings

Patriot Coal and True Blue Elected to Board of Managers

At the business session during the 2008 annual meeting of the National Council of Self-Insurers in Naples, Florida, the members of the Council elected Patriot Coal of St. Louis, Missouri and TrueBlue of Tacoma, Washington to the Board of Managers.

Gary Kennedy, Manager of Workers’ Compensation at Patriot Coal, and whose office is in Charleston, West Virginia, will be the Company’s representative on the Board.  Linda Maw, Director of Workers’ Compensation Claims at TrueBlue, and whose office is in Tacoma, will be her Company’s representative on the Board.

Current News

Nona Grancell Elected President

At the 2008 annual meeting in Naples, Florida, the Board of Managers elected Nona Grancell, the President of the National Council of Self-Insurers.  Active in the California Self-Insurers Association, Ms. Grancell is currently the Executive Director-Emeritus of the Association.  Her office is in Los Angeles.

The Board also elected, Dave Kaplan, the Vice President of the National Council.  Mr. Kaplan is the Executive Director of the Washington Self-Insurers Association, the second largest state self-insurers association in the country.  His office is in Olympia.

Max Koonce, the outgoing President, was elected to the third officer position on the Executive Committee, Past President.

The Board of Managers elected George Wood of the Montana Self-Insurers Association as well as reelected Robin Obetz of the Ohio Self-Insurers Association and Greg Saxum of the Self-Insurers Association of New York to represent state self-insurers associations on the Executive Committee.

Additionally, the Board reelected Theresa Muir of Southern California Edison, Bob Steggert of Marriott International and Lynn Tatum of Tyson Foods to represent self-insured employers on the Executive Committee.
